Texas Electronic Information Resources (EIR)

Overview

The Texas Department of Information Resources (DIR) provides leadership, governance, and oversight in the area of Electronic Information Resources (EIR) accessibility and is also responsible for EIR accessibility-related rule-making.

They are responsible for educating state agencies and institutions of higher education about accessibility requirements, point them to helpful tools and resources, collaborate on ideas for future solutions, and support agencies’ efforts to make Texas government information and services accessible to everyone. 

Related Guidelines and Laws

• Web Content Accessibility Guidelines (WCAG) - Texas follows the WCAG guidelines, currently 2.0 Level AA but expect a move to 2.1 Level AA in the near future.
• TGC 2054.451 - enacted in 2005, requires that all state agencies and institutions of higher education, provide state employees and members of the public access to and use of electronic information resources.
• TAC 206 - aligns state web accessibility standards with the federal regulations set forth in:; Section 508 of the Rehabilitation Act of 1973.
• TAC 213 - enacted state standards for procurement, development, or usage of EIR for people with disabilities and also aligns accessibility standards with the federal regulations set forth in Section 508.

Required Reporting

UTMB completes EIR reports every two years.
